Android (4.0+) - what component use to bottom Tab Bar (use TabHost or Fragments or...)

I´m want in my app bottom Tab Bar with 5 tabs (in green oval). The content of the each page will be above the Tab bar (content contains red and yellow oval). The Tab bar will be the main navigation component (like in iOS apps). I´m developing the app for API level 15+.

What do you suggest to use? Support swiping is optional.

TabHost or Fragments or FragmentTabHost or PagerTabStrip or something else?

P.S.: In one page will be tabs at the top of the page (red oval). It should be standard fixed Tabs (http://ift.tt/PZEokO) or do you recommend anything else?

P.S. 2: For yellow oval do you suggest you ActionBar or not? In some pages it will be, in some not and it will be different in some pages. Maybe it will be better define it for each page?
