Android Development Layout

This is how I would like my layout:

I want 2 to be 90% of 1's height. 3 should be 10% of 1's height.

I've tried having 1 be a LinearLayout, FrameLayout, RelativeLayout, but I can't get it to work. I'm thinking I'm just missing something simple.
