How to create circular marks/buttons and circular window

let me try to explain what im doing...

im creating a map with some marks on the map, but i wanna change this marks to circular buttons when clicked open circular window over my map with some options(map on backgroud).

This is possible? if my explanation its not clear i can paste my code.
